If an app will not load for everyone in your workspace, it is worth writing to us before you spend an hour on it. If it is only one phone, it is usually the phone.
When something is genuinely down, workspace owners get an email. That is the current mechanism and it is deliberate, because an outage page hosted on the thing that is down is not much use.
